Is PF Withdrawal Possible Without Previous Employer's Attestation?

In case the previous employer has closed down business and an ex employee of that company wishes to apply for withdrawal of PF, what should he/she do in the absence of an authorised signatory to sign his/her forms?

Thanks Simran,
However, what in case the previous establishment has shut down and there will be no one available to attest a form 13 too?
I read on the EPFO website that one can get it attested by the manager of a nationalised bank, or a gazetted officer. However, i was advised by a consultant that it is still difficult to withdraw the amount.
Please suggest.

If the previous organization got shut down....... again you can get the form attested from the manager where you have your savings account and that account should be mentioned in your PF withdrawal form; where pf money will be transferred.
Avoid attestation from Gazetted officer....

As i have submitted my claim forms attested by the Manager of bank was not accepted by the EPFO, Bommasandra, Bangalore and send them for attestation to the employer. it has not been resubmitted after 4 month got over.
But EPFO, Hyderabad have accepted and deposited the money within 20 days of time.
I don\'t know the reason why EPFOs are not being updated?
and following different rules ?
