a contract worker is entitled of 12 CL & 6 SL in a year. if he avails these leave, can he be paid daily wage for CL & SL or 'no work no pay' will be applied?

Annual leave with wages is provisioned under factory act 1948. Can it be provisioned/to be paid/encashed with monthly wages of labour by contractor?
