Good morning everyone, I saw the contractor's safety handbook; it's very useful. I am also working on Shell's largest gas-to-liquid project. The handbook is similar to Shell's 12 life-saving rules; it's quite nice and offers valuable learning material. Thanks to everyone for their efforts.

Why Are We Divided on Health & Safety?

Why are we divided on Health & Safety in the following hierarchy: Client > Main Contractor > Sub Contractor > Manpower Supplier/Labor Contractor? Why aren't there rules and regulations for a single point?
