Want To Design A Performance Management System

Dear All,
I am Working with a steel plant in Africa as Sr.HR Officer.Now I need to Design a performance mangement system.
1.We are producing Iron rods from Iron scraps.
2.Number of employees is 1700.

Will this system be used at individual, operational or strategic level? Ideally organizational performance should be integrated with departmental and individual performance.
