Designing a Performance Management System for a 1,700-Employee Steel Plant: Any Suggestions?

I am working with a steel plant in Africa as a Senior HR Officer. Now, I need to design a performance management system. We are producing iron rods from iron scraps, and the number of employees is 1,700.

Will this system be used at the individual, operational, or strategic level? Ideally, organizational performance should be integrated with departmental and individual performance.
