Well, you can always ask your friends or relatives if they know someone who is in need of a job. You could also put up an ad about job openings, or you can ask the employees to refer a few candidates.

You can get the resume through references and friends. You can post the ads in the forums, join some groups, and collect resumes. I think this is useful for you. This is one way to attract candidates apart from job portals.
