I had faced something similar with an outstationed client. As Octavious has rightly mentioned, you've got to get in touch with the decision makers of the company and explain the situation to them. I got my fee after I spoke to highest authority in the company. Though it would be little difficult, keep trying. While trying to get in touch with the higher authority, dont stop sending followup mails to the person whom you are in touch with. I know its really frasturating...but dont stop trying.
