Is Training and Development Really Part of HR or Its Own Department? Let's Discuss!

Hi, Is Training & Development part of HR? I see in IT organizations, Training is termed as Learning and functions as a separate department. Earlier in theories, we have read Training as part of HR. In Manufacturing organizations, we have found these Trainings and Career Development to be under HR. Can we have comments from you professionals?

In some companies, training is part of the HR function and can be called Learning and Development or the corporate training department. In other companies, such as insurance companies, training is a separate entity called Distribution Training or Learning and Development matrix, where training is conducted not only for employees of the company but also for channel partners and insurance advisors.
