How Do You Address Late Arrivals and Timesheet Errors Without Naming Names?

I need to know what we can write to employees who are always coming late and writing the wrong timings in the timesheet. As an HR professional, I want to send them an email without mentioning any specific employee's name. Can you help me write a short and good email?

If you are facing such a problem, you can designate somebody to enter the timings for the employees. You can write to the employees as follows:

Dear All,

This has come to the notice of the management that some employees are coming late regularly and are mentioning wrong timings on the time sheet. Effective from 19.06.07, Mr. XYZ (Admin. Assistant) will be entering the timings. Moreover, an employee should reach the office at the prescribed time; failing which, they shall be considered late. If an employee reports late more than three times in a month, half-day casual leave will be deducted for each late arrival. For those who do not have casual leave in their record, their salary will be deducted accordingly.

I don't know how the employees are going to receive your mail indicating somebody else is going to enter their arrival time. Instead, go for office automation by giving swipe cards, etc., where you imbibe a sense of technological advance to your employees rather than bullying. If you do a close scrutiny, it will be clear that only a minority will be attending the office late. Try to address them personally and tell them the seriousness of the situation. Always give prior notice or a breather for a month, saying if things are not going to fall in place, we will enact stringent measures by next month. You can mention the measures like imposing half-day leave for every 3 occasions of late coming, etc. But the actual problem is even after having strict controlling measures if some continue to be late, then the problem has to be seen in a different perspective and solved by individual counseling.

You must deal with people who display wrong behavior in terms of consequences. If the worst thing that can happen to a latecomer is that they get an email, the behavior will continue. Get someone (you or their superior) to have a face-to-face conversation with them and spell out the negative consequences of the continued late behavior. Use the email as confirmation of this meeting. If the behavior continues, act on the consequences. If the behavior changes, acknowledge this face-to-face.
