Balancing Behavioral and Technical Competencies in IT: How Do You Design an Effective Mapping?

My question is that most of the competency mapping in companies is done based on behavioral competencies. However, in the case of IT firms, they also require technical competencies. So, how do I design this? Please help. Thank you.
