Struggling to Align Training Budget with Planned Hours? Seeking Advice for Accurate Estimation

Dear Sirs,

I am working in a steel manufacturing company. We have around 200 permanent employees. Every year, we include the provision of a financial budget for training and development in the annual budget and seek approval for the same from top management.

We are encountering difficulties in estimating the man-hours for the budgeted finance. Up to now, I have been gathering training needs from each department and, based on various topics, we have been approximating training hours for the budgeted finance.

Estimating Budgeted Training Hours

What is the correct method for estimating the budgeted hours for the planned training? How should I proceed with this? We are conducting the budget exercise for 2011-12 in February. My issue is that the budgeted financial allocation for training and development should align with the planned training hours for the year.

Please assist me by providing your comments and guidance.

Each industry has its own benchmark for training. There is no standard. Some reputed companies spend 2-5% of their gross revenue. In Japan, the figure is 15-20%.
