My personal suggestion is to forget about getting a separate Safety Manual. Try to get the operations to include safety aspects in the operating procedures using Job Safety Analysis where operations are involved. A separate safety manual is only read or used by safety personnel or whenever there is an incident/audit. This then defeats the purpose. It is only as a document in the quality system or a reference (not normally used by the people who need to practice safety).

In the safety manual, under the clause "Obligation of Workmen" on page 64, the word 'not' should be used after 'shall' in all three directions for workmen.

You can write to the National Safety Council, Central Labour Institute complex, Sion, Mumbai, with a request for the supply of the same. They have different types of safety norms/precautionary pamphlets for different chemicals. Alternatively, you may write to the Chemical Manufacturers' Association (address can be found by searching on the internet) and simultaneously make use of the advice given by Mr. Gopinath Pillai. This can help you to come up with a good manual.

First of all, thank you very much for posting such a nice reference.

Sir, as per our Quality management system, as mentioned in your manual, most of the things are addressed in our system. Actually, Government authorities want a short booklet/manual to be with employees/contract labor so that they get a clear idea about overall safety processes in the chemical industry. We have already informed them that we have OEP, conduct trainings, mock drills, HAZOP, and have displays at prominent places.

One thing always to keep in mind is that there are two factors responsible for any mishap:

1. Act
2. Condition

The above-stated factors are key sources for any type of incident. If we are aware of the above, we may keep ourselves away from accidents or mishaps.

As far as chemical industries are concerned, they are both very safe and very dangerous. This depends on how we are adhering to safety norms. If we are alert, then the chemical industry is very safe; otherwise, vice versa.

Although safety manuals for different industries are different, the basic fundamental principles for all safety manuals are the same. Both man and machine are main factors for safety.

There are different safety manuals, but the proper utilization of safety manuals is the right action in the right conditions.

There are many aspects related to safety that can't be summarized at once.
