See your factory license for how many employees you have took license and check whether it comes under shops & establishment or Factories Act??? see that it should not exceed the limit what has granted in the license....

There is no max or min employee, it's as per your company's requirment.
go through your company's organisation structure or manpower planning details.

there is no ceiling limit on the employment of persons for a pvt. ltd. company

"If an Employer has equal to or more than 20 employees, it is mandatory for him or to join the Employee Provident Fund Scheme"
Above PF Rule is applicable "State" wise Or "Pan India"....? Kindly suggest.
