Seeking Advice on Building an Effective Performance Management Framework: What Should I Consider?

I'm currently trying to develop my company's Performance Management Framework. Can anybody give suggestions on what things I need to consider in developing the framework? I would also appreciate sample frameworks from others.

Objective-Based Performance Appraisal

When you have a set of objectives annually and you hold the employee accountable for whether they achieve them or not. Usually, these objectives are determined in the business plan.

Competence-Based Appraisal

Just like the 360-degree appraisal, where you also have your peers evaluate you based on the competencies you have and objectives.
