There's a little scope in making the content of an HR manual creative because it deals with addressing mundane maintenance issues and other HR matters. The maximum scope where you can make it more creative is in the style of writing. Adopt a more 'first person', active style of writing, as if you are talking to the employee and explaining it all to him. Keep the manual free of jargon; use simple English. You're not writing a literary book. Include an abbreviations index and provide annexures of various forms as applicable. Use graphics, smileys, and elegant formatting available in MS Word.
In all of this, you may want to have a mildly casual approach. However, in no way should the seriousness of the matter be diminished. Be careful in selecting the kind of pictures to include as well. Hope this helps.
