Need Help Creating an Action Plan for Managing a New Section – Any Templates or Tips?

Dear all, I have been assigned a new task to handle a section, and I believe it would be beneficial to create a plan beforehand. Could anyone please assist me on how to proceed or share with me a template for an action plan?

Thank you all, you are right. It is about the Organization Management (OM) section, looking after manpower planning, succession planning, HR strategies, etc. There are about 500 employees in the company, and the size of the team in the OM section is 3.
