Employers cannot engage laborers who operate machinery directly. They can only assist the machine operator.

Certainly, if the work is perennial in nature and directly related to the core activity, the engagement of contract labor is not allowed. Similarly, if there is work for which a regular and full-time employee can be engaged, contract labor is not permitted.
