Am I Eligible for a Transfer Grant and Transportation Costs After Joining Central Excise?

I worked in CISF from 08.11.03 to 18.03.10, and upon technical resignation, I joined the Central Excise and Customs on 19.03.10. My pay at the time of resignation was 12,800/- + 4,200/-. I was appointed here as a result of a competitive exam by the Staff Selection Commission.

Am I eligible for a transfer grant? Will I receive the cost of transportation for personal effects?

Since you joined through SSC, it will be considered a fresh appointment technically (with most likely protection of Basic Pay). As such, the question of a transfer grant does not arise. Depending on the terms of resignation, you may get reimbursement for the transportation of personal effects from your previous organization, i.e., CISF. Generally, this benefit is allowed in cases of separation by Superannuation, V.R., Medical Unfit cases, etc.

Yes. The eligibility for Transfer TA, Joining Time, and Joining Time Pay will be as per SR 114 and Rule 4(4) of the CCS (Joining Time) Rules, 1979. You can also try for joining time as follows:

For appointments resulting from a competitive examination and/or interview open to government servants and others:

- **Joining Time is Admissible:**
- To all Central Government employees, whether permanent or temporary.
- To State Government employees only if they are permanent or provisionally permanent.

- **Joining Time Pay is Admissible:**
- To permanent and provisionally permanent Central and State Government employees.
- To temporary Central Government employees who have completed three years of regular continuous service. [Rule 4(4)]
