Hi,
From Chairman to last grade staff, everyone must have ID card.
The card can signed by the HR Head, who is authorise to issue the card.
There must be an ID No, which is supposed to be Employee Number in the organisation.
The ID card is considered as an ID Proof including, residential proof.
Don't hesitate to issue the card, the good CEO, MD or Chairman won't hesitate to wear the ID Card with Tag.
For your kind information, My Chairman Emeritus Dr S S Badrinath, Founder of Sankara Nethralaya, a famous eye hospital have the card, wear all the time, whenever he is in Office also he punch in and out time.
Withs best wishes,

If HR head / unit head is the authorized signatory to make sign on all employees ID card than
who will be the authorized signatory to sign on the Identity card of HR Head? or Unit Head?
