Yes; if the Joining Time & Relocation leave etc. have been made in the offer letter or promised during the personal interview.
These are the kind of things that may or may not be a part of the written policy. Please refer the matter to your higher-ups or the Recruiting team; rather than making a hasty decision on your own.
Many companies have well laid out policies on these matters; which include Relocation Expenses re-imbursements of one car, household goods, one-way ticket for family members (similar to Transfer benefits) etc. Some modern companies are liberal enough to give Joining Bonus/Incentives.
By the way, you can also ask yourself; whether it is fair or not, if a person shifting from another location be given special paid leave for this purpose ?
All HR policies are, and should be, based on principles of fairness and benefit to employees.
