If I understand your query correctly, i.e., how to withdraw the PF amount if the employer is not attesting the same, you can get the forms attested by the Branch Head (Manager) of the bank where you have a savings account. Attach a covering letter to the RPF Commissioner regarding the same and deposit all the documents in his office.
Is it compulsory to submit Form 3A along with Form 19 or 10C in case the employer is not cooperative and employees do not have the details of their contributions?
