How Do I Set Up an HR Department in an Educational Institute? Need Guidance!

Hi, can anyone please tell me the standard procedure to establish an HR Department in an educational institute? It's a challenging project given to me by the management. I have to submit the same project by the latest 20th Nov 2010.
