Working Inside The High Tension Tranformer Bay - DOC Download

the below contents are received from professional group and need your valuable comments
we have been advised to work over live high tension transformer (400/220 kV, oil filled transformer) for installation of fire deteciton system.
total work duration will be 7 days in 3 transformer bay. shutdown is practically not possible due to production requirements.
Installation of scaffolding is too risky as we need to provide not manpower / manaul handling activites are involved. working using manlift is also an high risk activity, while working abover the live transfomer - (2 meters from transformer body).
clearance from the completly insulated Bus bars lines (400 kV) will be less than 1 meters when man lift is under operation.
we consider this operation is too risky refused to perform installtion under live condition. can anyone help with proper risk assessment / standards which is applicable or generally followed in gulf regions.

First of all welcome to the forum and thanks to bring this topic into discussions...

Let me give you my comments on the topic:

You stated that "clearance from the completly insulated Bus bars lines (400 kV) will be less than 1 meters when man lift is under operation" so this will comes under the limited approch boundary... You may allow entry of qualified persons with required PPE and highly insulated tools to work in such location as per NFPA 70E... Go through the attachement for specific details... Also you can get a lot details regarding NFPA 70E from net...

But my suggestion to this scenario is dont' go for taking such high risk... When the plant under shutqown for any maintenance go for doing this job... Installation of fire deteciton system is not a critical job which to be done on running condition or else this will affect your plant performance... So think about this...

I am attaching a case of electrical accident which occurs due to lack of shutdown...

The only work which we can think to do in live electrical circuit is checking and that also under supervision of a competant person with required protection...
