Is the 14th October Holiday Observed by Both Private and Public Sectors in U.P.?

Can anyone also be kind enough to inform whether the U.P. government is following the 14th October holiday for both the private and public sectors?

The holiday on October 14, 2010, is due to the closing ceremony of the Commonwealth Games. This holiday has been declared solely to avoid traffic on Delhi roads. All offices in Delhi and NCR will remain closed on this day. The Uttar Pradesh government has no involvement in this holiday, and offices will operate as per their normal schedule, except for NOIDA.

The Haryana Government has declared that only government offices and educational institutes are affected by the directive. Companies will continue to operate as usual. Please refer to the attached notification from the Haryana Government.
