Entitlement Of Payment Of National Festival Holiday.

Please help me in below confusion
If one is present either before or after the national holiday and is absent before or after the national holiday, shall he be entitled for the payment of national festival holiday?

I would like to be educated on the relevent provisions under Payment of Wages Act, which stipulates about the eligibilty of payment of wages, If a workmen absent before or after the Festival Holiday as declared by the organization. Please help me.
