How Do We Start an HR Department from Scratch? Seeking Guidance and Resources

I am a new member. I am a management secretary in my organization. I would like to ask how we can establish an HR department in our company properly. We have no idea how to start with establishing an HR department. Can anyone guide me by providing any documents or procedures for establishing an HR department in my company? Also, please guide me in a proper way.
