Hr Dept Setup - Doc Download

I am a new member, I am a management secretary in my organisation, i would like to ask that in my company we want to establish an HR dept in a proper manner, We have no idea how to start with establishing an HR dept.
Can anyone guide me by providing any document or procedure for establishing a HR dept in my company.
And also guide me in a proper way.

Thanks for your promt reply, I am looking for the joining formality forms, like Application form, declarations, and also if you have any sample of PF rules of the company, then kindly do send it to me.
Also if you have any sample format of salary birfurcation. as per the Govt rules then do let me know.

You can contact this firm called totus consulting, who does some strategic work in HR. They set up HR processes and systems in place for many start-ups and other companies who do not have it
Its headed by this person by name Mr. Ganesh Chella.
