Sir what is the importance of noc while changing from one psu job to other job.for which security reason they are asking this

Hi there,
A No Objection Certificate/ No Obligation Certificate in my country is provided to expatriate employee to confirm the new employer that
They don’t mind for this person to be recruited in their organization
This person is cleared from his previous organization specially financially
And this certificate is very important to be provided at the Immigration office for transferring sponsorship/ Visa from one organization to another.

Dear Sreeram,
A NOC (No Objection Certificate) is important for an employee to get relieved from an organization as that certificate would state that an employee has no dues with any of the department and he/she is eligible for final settlement.

Not sure which country you are located in.
NOC is the term used in the Public Sector/Govt in India while the Private sector uses the term Relieving Certificate--the purpose & content, by & large, being the same [though the wordings may differ].

Thank you for u replay. I am an indian worked in psu bank, recently got job in central government.but my problem is at the time of interview i did not submit noc, even not mention about my past employement to new job. But i relieved properly 4 past organization.is it problem to me not submiting noc n not mention about past employment

You gave WHAT you did, but haven't mentioned WHY you did it--not mentioning your past exp.
Is there any particular reason? Being in a PSU/govt employment, you must be aware that it could be disastrous.

I am really sorry.at the time of interview i am in training period(i.e not regular employee).because of this i couldnot submit noc. So please suggest me.
