Dear Simra,
Greetings for the day,
First of all you should understand that leave is only provided against working days instead of national holiday, holidays provided to employees by establishment i.e gazatted or ristricted or week off for the employees.
The person who is on leave from 13th aug to 17 aug, 15 aug will be the independence day, 16th aug will be treated as sunday which i think may be the week off, so his leaves will be 03 days(if balance i.e EL/CL/SL) and were approved by competent authority then no deduction can be done. you have to pay for national holiday & his week offs.

Hi all,
It depends on company leave policy. However, in many concern in case of continuous leave all days are counted as leave even there is holiday or Sunday in between. Stringent care should be taken while framing any HR policy or rule keeping in mind the interest of employee and company both.

if he is not present on 17th aug then u have to consider as leave.
if he is present on 17th then your have to pay as PH & Woff in salary

There are two categories of Leave titles. One is Earned Leave. The second is Casual leave. If the employee applies for earned leave, the entire period from 13 to 17th August, including 15th Aug, and 16th Aug (Sunday) will be considered as leave and will be deducted in the leave account of the individual. If it is casual leave, the employee can avail the Public Holidays and weekly holidays during his casual leave period, and in such cases those holidays will not be counted as leave. However continuous casual leave is limited to 10 days only as per Government rules. I think your doubt has been cleared.

As per the rule its counted as leave (As applicable in most of the organization). if he is absent on 17th, but if he joined on 17th the salary will be deducted only for the 14th. if not 4 days salary to be deducted.

As per my knowledge if an employee take leave after & before festive holiday, Sunday or National holiday then it will be counted as leave in case of Sunday & Festive holiday but "National Holiday" will be counted as Holiday.

You can pay the person on 15th if and only if the person is reporting on 17th. if he does not report on 17th though 15th Aug is a holiday but it is considered as a leave and sunday is also considered as a leave.
