Navigating ESI and PF Requirements for Civil Contractors in Chennai: Where Do I Start?

I am from Chennai, and I am running a civil contract business. I am now forced to apply for ESI and PF for future projects. Can anyone tell me what the formalities are for ESI and PF? Do I need to get a labor contract license first to obtain ESI and PF? If so, what is the procedure for getting the labor contract license?
