How Do You Determine the Right Manning Level for Optimal Resource Use?

Good day to everyone. I am currently studying the approach to determine the right manning level, i.e., manpower utilization and resource optimization, for an organization. Are there any methods or tools that we can use to determine the appropriate number of resources or headcount for an organization? Perhaps someone could share.
