Can anyone say, do we need to pay for the weekly off for contract labor?

Certainly, yes, we have to give a weekly off to contract labor as well. The payment of wages to contract labor is made by the contractor, so you need not pay them directly. The contractor is responsible for paying them, provided he has hired them on a monthly rate basis. However, if he bills it to you, you should honor it.

Normally, contract workers are daily rated or, as per the notification of the government, the monthly wages shall be divided by 26 days to arrive at the daily wages. Therefore, the weekly off becomes automatically paid days, and you need not pay wages for the weekly off separately.

Payment for Contract Workers

If contract workers are daily-rated, there is no need to pay them weekly. However, if they are monthly-rated, the weekly days will be paid, and the rate will be divided by the number of days in a month instead of 26 days.
