Dear Ryan,
I completely agree with your legal knowledge.
Nobody has the right to hold PF of an employee what the mode of separation of an employee may be: Termination, Resignation, Absconding etc.

PF withdrawal forms are 19D and 10C. These forms are submitted to the employer by the employee.
