Hi,

I am working as an HR in a construction company. It is a developing company with a turnover of 100 crores. Can anybody tell me the roles and responsibilities as I was not provided with my job description at the time of joining, and even the management has no knowledge of HR?

Hi, sir, you have to maintain all statutory records site-wise and follow the rules of the state in which the company is conducting construction. Take care of CLRA, building, and other construction work (BCW), as well as all HR activities.

You should have a clear strategy to deal with your own employees and the contractual workers as well. All the statutory compliance and ESIC, PF documents should be followed. The Minimum Wages Act, Contract Labor Act, Building and Other Construction Workers Act, etc., should be adhered to. Ensure that your contractual workers are also compliant with all these laws, and you should ensure that they are paid according to the Minimum Wages Act. Keep records of all documents related to your contractual workers as well.

In a construction company, you have to focus on some basic things:

1. Make a standard attendance policy in your office as well as on the site of work.
2. Discuss with management how you will pay your employees. Most construction companies lack a salary structure and pay employees casually based on the total working days of each individual.
3. Establish your organizational structure and hierarchy levels. Identify any manpower shortages.
4. Create a salary breakdown for each individual.

After addressing these, you can move on to other issues such as PF, ESI, insurance, bonuses, etc. Stay in communication with the site in-charges and work towards gaining the upper hand.

- Timekeeping
- Recruitment
- Statutory compliance under Contract Labour Act, PF Act, ESIC Act, BOCW Act, Min. Wages Act, Payment of Wages Act, and a few others
- Maintaining records and registers under the above Acts
- General administration such as managing camp administration, vehicles, shift management, mess, and others

These are the basic roles, and many more roles depend on the company.
