I am looking for a recent notification of the PF Deptt wherein it has been notified that the "Special Allowance" component in the salary of employees shall be treated as part of the Basic Wages and liable for pf contribution.

Are the other allowances (other than H. R. A. and S. A./VDA) like petrol allowance, washing allowance, telephone allowance included in Minimum Wages?
Is this below mentioned equation true
Minimum Wages = Basic + S. A. + HRA + Petrol Allow. + Washing Allow.+ Telephone Allow.
If yes then how the PF, ESI will be calculated.
