ESI Not Applicable If Not In 7kms Radius Of ESI Dispensory

Dear Sir,
We are a contract logistics firm. We have our client in Sree city. We are providing insurance coverage for employee alone and employee are in need of coverage for the family as well.
Now, i would like to know whether the ESI applicable to them as there is no ESI dispensary within the radius?
If its applicable, What is the procedure of Registration of ESI?
