Comprehensive Discussion on Training Plans, Employee Development, and Competencies

Has anyone prepared a training or development plan for staff by levels? Perhaps looking at non-executive to executive and then to managers?

I am wondering what are some thoughts on the competencies required at these different levels, and at the point of transition - for example, from Executive to Manager.

The top-down approach and bottom-up approach are both important. Both have their own merits. Learning is all-pervasive and cannot be restricted to one level.
