How Do You Create Skill Set Mapping for IT Engineers and Why Is It Important?

I am working in an IT product-based company. We usually hire Desktop and Storage Engineers. I have been asked to create a skill set mapping for our organization. Can anyone tell me how skill set mapping is done and how it is useful for an organization?
