Jhabua is I remember is somewhere near Mandla.You can search in telephone directory for the office of Factories Inspectoir or Directorate of Industrial Safety and Health ( in the State Govt Offices pages ) or even try on web. If you get the telephone no. talk to them on phone and ask them whether Jhabua falls in their territory
