Understanding the Factory Act vs. Shop and Establishment Act: Can a Factory Register Under Both?

Please tell me the difference between the Factory Act and the Shop and Establishment Act. Can a factory register under the Shop and Establishment Act?

A factory is an establishment. Besides following the forms/registers set forth by the Factories Act of 1948, some forms and registers prescribed for (Tamil Nadu) Shop & Establishment would also be applicable to a factory. In this case, the Commissioner of Labour is the authority.
