Gratuity Act Update: Will States Issue Their Own Notifications or Follow the Central Government?

I have just read on this site that the Central Government has issued the revised Gazette notification of the Gratuity Act. Will the same be sent to states, or will the states re-issue the notification to the institutions?

It is not possible to determine the effective date of the amended gratuity even after I registered your formalities. The process is very lengthy and confusing.
