Creating an Induction Manual for a Large Manufacturing Unit: Any Tips or Advice?

I have to create an INDUCTION MANUAL for new entrants. I'm working in a manufacturing unit where 1000 employees are employed. Here, many departments exist such as Electrical, Mechanical, Instrumentation, Process, System, and many more. Can anybody help me with this issue?
