You can apply for your H1 visa wherever you are: since you are in SA, try Jedda. Once you have the visa, you can travel to the US by any route you choose; through India, or any other way.
Where , ever you are, you came there on a legitimate VISA.
Similarly you have to obtain a VISA for visiting any country.
If you want to go to a country you require H1 VISA .Contact a Friend in India who is helpful , then through him contact a consultancy.You may approach a consultancy where you live at present.If you have correct documentation, and no false information, it is easy to get H1 visa, provided THE GATES ARE STILL OPEN.

Technically you can do your visa interview at any US Embassy or Consulate, though I wouldn't recommend it. You should always go to your home country (if possible). Staying in India will not effect your H-1 application.
