Who Is The Right Authority To Sanction Leave?

Dear All,
In a typical manufacturing industry set up, who is the right person to approve/sanction leave for the employee?. Is it the HOD or the Factory Head or the HRD dept? What is the role of each person towards sanctioning leave?

i think the immediate supervisor of manager will be the suitable person to sanction the leave because he would know the status of his subordinate work. HR department has only the adiministration role in leave.

Dear SSCBE,
In a factory, it is already defined the authorities to sanction leave.If there is no such practise then, Dept. Head is the sanctioning authority for the concern authority.

Its responsibility of HOD to sanction the leave and we only have to play administrative role.
