In Manufacturing, Who Should Approve Employee Leave: HOD, Factory Head, or HR?

In a typical manufacturing industry setup, who is the right person to approve/sanction leave for the employee? Is it the HOD, the Factory Head, or the HRD department? What is the role of each person in sanctioning leave?

I think the immediate supervisor of the manager will be the suitable person to sanction the leave because he would know the status of his subordinate's work. The HR department has only an administrative role in leave.

Dear SSCBE,

In a factory, the authorities responsible for sanctioning leave are already defined. If there is no such practice in place, then the Department Head serves as the sanctioning authority for the concerned personnel.

Hi Suresh,

It is the responsibility of the HOD to sanction the leave, and we are only required to play an administrative role.
