New HR Role in a Startup: How Do I Begin Crafting Policies for a Proprietorship Firm?

Dear All, This is Dev, an MBA-HR professional with 2 years of experience as an HR Generalist. Now, I have an opportunity to work as a single point of contact with an upcoming software company that is also involved in IT recruitment, contract to HR placement, etc. I am assigned to handle all HR-related activities. We are planning to implement all HR practices. I have to develop HR Policies, HR Structures, Payroll, etc. However, I am unsure where to start.
