Dear Dipil,
The filler material in a muff type ear defender should exert uniform pressure on the periphery of the ear to have proper seal. We have to avoid leakage to the ear for ensuring absolute protection. Any form of solid material is of no use.
Because of this the filler materials recommended for muff type ear defender is mineral oil only.
Manufacturing process of ear defender with mineral oil as filler material is difficult. Most manufacturers use rubber foam or other materials. Using such equipment gives only a false sense of protection.
As for the attenuation property or test certificate I am sure you are not going to get any from them !
In one of my training sessions I had to explain this. Among the participants was a representative from a major supplier of PPE in India. During break he came and requested not to publicize such information.
