Understanding Service Tax for Placement Consultants: What Rate Applies and Can You Charge Without a Tax Number?

Hi,

I need help in understanding Service Tax for placement consultants. Is the Service Tax 12.36% or 10%? Secondly, for a company that has not reached 9 lakh as yearly turnover, does not apply for service tax number. Can they charge service tax from their clients? If they are charging, how will they pay tax to the government without a service tax number?
