Process of fixing 'pay bands' for employees grade/ cadre wise

My organization, a commercial bank, is contemplating doing away with pay scales for various cadres, grades, and positions. Currently, we have 36 scales for clerical officers, line executives, and senior executives, for example, 4625-375-7750 eb- 490-13950 for grade 11 officers. How can we consolidate the scales into 10/11 bands with incremental differentials of 15-17.5% and establish a minimum and maximum for each band? Please guide me on whether this process is appropriate.
