Understanding Core HR Functions: Is Recruitment the Only Key Area or Are Payroll and Regulations Equally Important?

Dear Sir/Madam,

I have a query regarding core HR functions. Does recruitment alone constitute core HR functions, or are Payroll/PF, ESI calculations, and statutory regulations also considered core HR functions? Stress should be given to which areas of the above to secure a proper role in HR.
