Disciplinary proceedings are commonly instituted based on the material obtained in what is known as a preliminary inquiry conducted by the department upon receiving a complaint. Sometimes, proceedings are initiated on the grounds of a well-documented allegation immediately without conducting a preliminary inquiry. The initiation of disciplinary proceedings cannot be challenged.
