Understanding Employee Fines: Are Library Deductions and ID Card Replacements Allowed?

Hi Seniors,

What are fines that are collected from employees under labor law? Is it permissible to collect fines as a library deduction or for the replacement of ID cards under the Payment of Wages Act?
