Please someone send me a draft of office memo to issue to staff regarding "attend office in time and make sure to take not more than 1 hour for lunch break also include "the management will keep on monitoring more closely.

I think you are not in practical maintain of STAFFS MOVEMENT REGISTER which maintain with their signature. If you maintain this register and ask them to sign in that register. Look the results in a week of time. NO NEED TO GIVE MEMO.
